Cause

The Boot Environment (Windows PE-based) builder has been improved in ActiveImage Protector 2018 update 7 patch version 20.12.24.12 or later. The mentioned issue is a known issue caused by this specification change.

Workaround

Either uninstall vStandby AIP or attempt to build the AIP boot environment in an environment where vStandby AIP is not installed.
