Workaround
When you encounter the problem, please search for the Debian Kernel header by using the following command.
# apt search linux-headers-4.19.0-16-amd64
As a result of the search, if the Debian Kernel header is not found, the kernel related package may be deleted from the online repository.
Please try one of the following operating procedures.
1) Please specify the install media of this OS as the repository.
2) Please upgrade the kernel to the latest version and install the kernel header.
