Failed to create boot environment with ADK in Windows 11 24H2

Details

Boot environment creation failed with ADK in Windows 11 24H2 but works with Windows RE.

Issue confirmed using:
Boot Environment Builder 1.0.8.988 and ADK 10.1.25398.1 (Sept 2023)
DeployUSB 4 +ADK 10.1.22621.1（ADK in Windows 11 22H2）

Errors that occur:

Causes

This issue was confirmed via a Microsoft Learn article. Both errors are similar, but the cause is unknown.

Workaround

Download Boot Environment Builder 1.0.9.1188 (1/28/2025) from the download site and create boot environment. Use ADK 10.1.25398.1 or upgrade to the latest version.
