Summary

On Windows Server 2012 R2 or in environments without a recovery partition, the [Windows RE] option is disabled and not valid.

Workaround

Visit Microsoft's website, install Windows Assessment and Deployment Kit (ADK), and after installation, choose [Windows Assessment and Deployment Kit (ADK)] for the next steps.
